Harlan, Kentucky is the county seat of Harlan County. A home rule-class city, it was first settled by Chloe and Samuel Howard in the late 18th century. Its post office was first established in 1828.

With a humid subtropical climate, the best time to visit Harlan is from April through November. The busiest months are usually February, July, and October. Tourists are least likely to visit in November. One of the most anticipated events in the city is the Poke Sallet Festival, which is held every June.
